Access to Finance and Investment Facilitation Specialist (M/F)


ENOVA d.o.o. Sarajevo is recruiting part-time local professional staff to join our team in the following role: Access to Finance and Investment Facilitation Specialist

I. INTRODUCTION

USAID’s Developing Sustainable Tourism in Bosnia and Herzegovina (TURIZAM) aims to support broad-based, tourism-driven economic growth and promote social harmony by capitalizing on its rich cultural heritage and distinctive nature. In addition, Turizam seeks to support the Bosnia and Herzegovina (BiH) tourism industry to quickly recover from the negative impacts of the COVID-19 pandemic and set it on a robust growth trajectory toward a sustainable tourism economy. The project is built upon four objectives:
  • Objective 1: Enabling environment with the harmonized policies and regulations necessary for noticeable growth in the tourism sector established.
  • Objective 2: Tourism quality, services, and branding strengthened resulting in improved BiH tourism industry.
  • Objective 3: Tourism service providers, agriculture, and other tourism-related SMEs gain improved access to finance resulting in a substantial increase in investment.
  • Objective 4: Tourism and local agriculture products gain increased access to regional and global markets.
The availability and quality of the tourism and hospitality workforce has been identified as one of a major challenge facing the industry. Also, the composition of BiH tourism includes a growing number of micro and small entrepreneurs in hospitality and adventure sector and rural areas with farmhouses and rural accommodations and experiences, presenting a need for skill development to meet a growing demand for their types of services, but at a higher level of quality and in compliance with COVID-19 safety requirements.

II. PRINCIPAL POSITION OBJECTIVES, BASIC FUNCTIONS, CRITICAL TASKS

PRIMARY ROLES
The Access to Finance and Investment Facilitation Specialist will serve as part of the project team, and will advise on and coordinate program activities related to increasing access to finance for tourism MSMEs and entrepreneurs in the tourism value chain by improving industry perception, building banks’ capacity to promote tourism-focused products, improve ability of tourism MSMEs to access to finance, attracting domestic and international investors and engage private capital and sustainably manage public assets through public private partnerships.

S/he will maintain strong working relationships with financial institutions, banks, the Federal Ministry of Environment and Tourism and RS Ministry of Trade and Tourism, other related ministries, Foreign Investment Promotion Agency, local government organizations at the canton and municipal levels, business associations, regional development agencies, and other relevant stakeholders.

ROLE DESCRIPTION
The Access to Finance and Investment Facilitation Specialist will undertake the following roles:
  • Coordinate and facilitate the efficient and effective delivery of USAID Turizam technical assistance services to financial institutions, banks, and MSMEs and related public and private partners. This includes technical assistance, assessments, intern services, and specialized training in a cost- effective manner and on a superior basis.
  • Provide technical guidance to ensure proper integration of access to finance, business development and investment facilitation support throughout USAID Turizam components accelerate MSME and job growth and to attain overall Turizam contract objectives and results.
  • Assist in the development and maintenance of collegial, productive relationships with banks, financial institutions, other clients, subcontractors, and other private sector and all level of governments of Bosnia and Herzegovina, counterparts and USAID activities, while achieving the overall program goals and objectives.
  • Ensure that all activities and strategies undertaken by this post are consistent with Turizam goals and objectives approved annual work plans and responsive to the client needs.
  • Provide necessary advice and support for the timely completion of Turizam work plan tasks and the achievement of Turizam goals and objectives.
  • Supervise long-term support and technical staff, expatriate consultants, and others as necessary.
  • Provide guidance and advice to the overall Turizam-work activities related to the solicitation, evaluation, selection, award, and disbursement of any grants that may be made to local partner organizations to facilitate compliance with Turizam grants manual criteria and processes.
  • Consult with and provide problem-solving assistance and advice to Turizam team members on matters related to this scope and Turizam different components’ scope of activities, including but not limited to local legal framework and context for facilitation of investments and public private partnerships.
  • Ensure synergies between all activities undertaken by this post and other Turizam work.
  • Ensure close collaboration among Turizam components and sub-components, especially tourism products component.
  • Organize workshops, consulting sessions, focus groups and training activities as needed serving the objectives of the project.
  • Assist in Turizam project monitoring and evaluation by identifying and providing of up-to-date meaningful and verifiable quantitative and qualitative information on baselines, targets and measuring accomplishments.
  • Report and document activities, results, progress, lessons learnt and potential future interventions.
  • Work closely with and supervise the technical work of all local and expatriate consultants recruited to provide access to finance and local economic development support including: managing consultants’ work; teaming up with consultants to deliver assistance to partners and implement plans; develop reports, PowerPoint presentations and other deliverables; setting meeting agendas pertinent to any technical assistance provided by the consultant(s). Ensure compliance of consultants’ deliverables with the agreed to scope of work and that reports are of high technical quality and good overall readability, and in accordance with USAID and Chemonics standards.
  • Monitor progress of achievements according to Turizam work plan and strategy and track and report on the strategic implications of technical and political developments in the tourism industry.
  • Contribute to the close collaboration with Turizam communications component in coordinating the various public relations events and media campaigns related to work activities including writing press releases for publication in Turizam web page, social media and other media about activities, events and developments of the project.
  • In collaboration with the project operation component, coordinate all logistical arrangements for the component events, workshops, seminars and other training activities to achieve conformity to assistance program objectives.
  • Maintain communication with Head Office per agreed protocol.
  • Participate in meetings, workshops and functions necessary to ensure successful design and implementation of Turizam assistance to beneficiaries.
  • Develop the relevant portion of reports (monthly, quarterly, annual and ad hoc).
  • Work with Turizam project staff from other components to address tourism cluster interventions holistically.
  • Identify risks and potential issues, and develop mitigation strategies to deal with such risks.
  • Perform other tasks as may be assigned by the direct supervisor to achieve project goals and objectives.
III. SPECIFIC DUTIES, RESPONSIBILITIES AND ACCOUNTABILITIES

The Access to Finance and Investment Facilitation Specialist will provide specific technical advisory and coordination support as part of the Turizam Destination Competitiveness team to facilitate access to finance and business development support to established businesses and start-ups, training and capacity building to investors and banks, introduction of innovative financial products and facilitate public-private partnerships, and promote inward and domestic investment across the country. The candidate will provide necessary support to other technical components as needed and will be a focal point for Turizam with banks, financial institutions and business development services (BDS) providers. Finally, the Access to Finance Specialist will work with Turizam project M&E specialist to feed relevant information of work plan outputs, milestones and impacts into the overall project M&E system.

Specific responsibilities include:
  • Build on Turizam assessments and lead new ones to formulate a continuously updated plan to promote access to finance and investment promotion
  • Develop effective working relationships with banks and other financial institutions, particularly with heads of credit departments and loan officers
  • Lead awareness building of banks on the features and opportunities available in the tourism sector to enhance bankers’ understanding of businesses in the entire tourism value chain and its associated industries with the objective of increasing the number of loan applications approved
  • Identify opportunities with banks to modify or introduce new lending products targets
  • Lead strategy development and established effective working relationships with sources of funding other than banks, such as equity investors
  • Lead formulation of requests for proposals and management of performance of business development services (BDS) providers
  • Update and promote the Online Finance Directory and propose a sustainable model for its spinoff to local partners
  • Facilitate understanding of the local legal and operational environment pertaining to investments and public private partnerships. Formulate a strategy for Turizam’s facilitation of public private partnerships (PPPs) in the tourism sector at the state, entity and local levels. Spearhead assessment and champion reform initiatives necessary to facilitate PPPs. Develop and continuously update a list of assets suitable for PPPs and develop promotional tools to support local counterparts in their promotion to investors. Act as Turizam’s chief liaison with consultants and other organizations to be engaged in facilitating PPPs. Support development of prospectuses and other communication and sales materials, and organize events and conferences that raise awareness of PPP opportunities in BiH for local and international public and private stakeholders.
  • Work with Turizam components (Destination Competitiveness, Product Development and Marketing) to ensure provision of business development services, investment promotion and access to finance facilitation to beneficiaries and stakeholders across Turizam portfolio.
  • Support BiH businesses, business associations, investors, banks, ministries, other relevant government bodies, from all levels (municipal, cantonal, entity and state) in designing activities that increase access to finance, business performance, facilitate investments and public-private partnerships.
  • Based on the clients’ capacity building needs as well as the work plan, prepare Scopes of Work that will: a) effectively lead to the selection of the most suited consultants, b) define clear objective(s), and c) outline a series of detailed tasks and required deliverable(s) that will result in the successful attainment of the set objective(s).
  • Collaborate with the team to provide useful learning material for Turizam academy.
  • Promote gender equity and inclusion of disabled people in the tourism sector.
IV. VI. PERIOD OF PERFORMANCE

This is part- time position for the initial period of three to six months after which it will be re-examined for extension or conversion to the full-time position based on the candidate’s availability and project needs.

V. VII. LOCATION OF THE ASSIGNMENT

This position is located in Sarajevo, Bosnia and Herzegovina.  Frequent travel throughout BiH is required.

VI. VIII. SPECIALIST QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
  • The candidate will have the following minimum qualifications to be considered for this position:
  • Master of Economic/finance or other related fields preferred.
  • 10 or more years of experience in the consulting and/or banking sector with a focus on business development, investment promotion or access to finance.
  • Ability to effectively communicate verbally and in writing in both BHS and English with ability to produce publication-quality documents, including reports, manuals, and presentations.
  • Ability to work in a professional and cordial manner with fellow project staff members, visitors, project stakeholders and the general public.
  • Ability to work independently with minimal supervision, to prioritize work assignments, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of project and Chemonics.
  • Ability to effectively use computer software MS Office applications and MS Project.
  • Proven experience working in local Banks or other financial sector institutions an advantage.
  • Experience working on USAID projects will be an asset but not necessary.
Reporting:

The Access to Finance and Investment Facilitation Specialist reports to Destination Competitiveness Team Leader& Chief of Party.
